The Regatta organizers wish to mention to all participants that the underlying aim of the event is to provide competitive and enjoyable racing for all crews, irrespective of the design or vintage of their yachts.


The Regatta is organized by the RLIR 2024 Organizing Committee in conjunction with the Malaysian Sailing Association (MSA – National Authority) under the patronage of the Royal Langkawi Yacht Club.

The notation ‘[NP]’ in a rule means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1(a).

  1. Rules

    1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) including,
    2. The IRC Rules 2023 Parts A, B and C.

      1. IRC Rule 22.4.2 shall not apply. There will be no limitations on crew number or weight except as required for
        boats rated as one design, which shall comply with IRC Rule 22.4.1.
    3. The current Offshore Multihull Rule (OMR) with the following amendments:

      1. The use of stored power for the hoisting of mainsails, or the reefing or furling of sails on Multihull Boats need
        not be declared.
      2. Multihull Boats using stored power for the adjustment or operation of running rigging shall declare this to the
        OMR Rating Authority.
    4. The principals of the World Sailing Empirical Scoring system, for evaluation of performance based results.
    5. RRS 52, Manual Power, shall not apply for yachts racing in the Multihull, Classic and Cruising Classes.
    6. The use of Automatic or wind-vane steering is permitted in the Cruising Classes, and the use of stored power for
      the hoisting, reefing or furling of sails need not be declared.
    7. RRS Rule 77 and Appendix G shall not apply.
    8. No National prescriptions shall apply.
    9. This Notice of Race and The Sailing Instructions.
    10. Where a conflict arises the Sailing Instructions will take precedence, followed by this Notice of Race. (This
      changes Rule 63.7)
    11. Changes to the RRS and Rating Rules are as detailed in this Notice of Regatta or in the Sailing Instructions. This
      changes RRS J1.3(1)

    1. All participating boats shall comply with the World Sailing Offshore Special Regulations Appendix B (inshore racing), with the following exceptions:
      1. Sports Boats, Day Boats and Beach launched Multihulls shall comply with their Class Safety regulations, sail limitations and other regulations where they differ from World Sailing Offshore Special Regulations Appendix B (inshore racing).
      2. The requirement to be self-righting will not apply to the Multihulls Classes
      3. All boats shall carry an operational marine band VHF radio and monitor the designated channels from 30 minutes before any scheduled start until after finishing.

    1. Boats shall be required to display branding chosen and supplied by the organizing authority.
    2. Boats intending to carry advertising additional shall indicate this on their entry form, together with the names of companies and/ or products to be advertised.
    3. The Organising Committee reserves the right to refuse entry to any boat that carries advertising in conflict with any of the regatta sponsors, or in any way offend Malaysian laws or customs by their nature.
    4. Use of Event-related images and footage by the Organising Committee:
      1. TThe Organising Committee and, as authorized by the committee, its agents, sponsors, licensees, other commercial partners may use event-related still images and footage taken at any time, which may include images of competitors, their boats, support vessels, crew and sponsors, provided that the organizing committee shall not use such images to create a direct endorsement by or from a competitor or any person, sponsor, product or service associated with a competitor, without the prior consent of the competitor.

    1. It is the intention to have the Sailing Instructions available on the event website from Sunday 7th January 2024. Printed Sailing Instructions will be available at registration on 15th January.
    2. Sailing Instructions, and supplementary sailing instructions that will be on the official notice board located at the Weather Deck, the Royal Langkawi Yacht Club.

    1. The Race Committee (RC) reserve the right to subdivide any class into divisions.
      Draft class splits will be posted on the official website approximately one week earlier in-order to allow comment from competitors.
    2. A minimum of 5 boats are required to constitute a class or division. If less than the required minimum entrants are received the RC may amalgamate classes. The RC reserves the right to adjust the eligibility criteria and/or reallocation of boats in the interests of fair competition. The determination of eligibility criteria and the allocation of boats to particular classes or divisions shall not be grounds for protest or redress.
    3. IRC Monohulls (Monohull keelboats, including Sports-boats with a current valid IRC 2023 certificate).
    4. Based on entries, the Race Committee may divide IRC classes considering design and performance characteristics as follows:
      • Racing
      • Premier (Modern Cruising Boats with Large Displacement)
      • IRC 1
      • IRC 2
      • Sports boats

      Final Class divisions will be announced at the Skippers Briefing on 15th January 2024.

    5. Multihulls. Trimarans and Catamarans of a size and condition acceptable to the Race Committee.
      Subject to the number of entries, the Race Committee may divide the Multihull Class into classes/divisions based on boat design and performance characteristics.
    6. Club Monohull keelboats
      Subject to entry numbers, the Race Committee may split this class into the following divisions based on boat design and performance characteristics:

      • Club Cruising
      • Ocean Rover
      • White Sail (Yachts Sailing without Spinnaker or Chute)
    7. One-Design Classes
      One Design Class of more than 5 boats may apply to the Race Committee for their own class or division status. Applications should be made in writing prior to 10th December 2023.

    *If “Around the Island” race is announced, the start time for Nominated Classes will be between 0745hrs and 0845hrs. Full starting details will be included in the Sailing Instructions.

  7. RATING [NP]

    1. The IRC Handicap Rules 2023 Parts A, B and C will apply to IRC Monohull Classes.
    2. An official IRC measurer will be present during the event to check new sails and modifications and may, at their discretion, require any yacht in any class/division to be inspected. Any yachts requiring measurement shall notify the Regatta office by 0800 on 7th January 2024.
    3. For the purposes of IRC Rule 21.1.5(d), this is a regatta run on consecutive days (so the sails on board shall remain the same throughout).
    4. Boats racing in classes using IRC ratings that do not wish to use a spinnaker or cruising chute at during the regatta may use their non- spinnaker TCC. This choice shall be made no later than 1700 on Sunday 14th January 2024. This changes IRC Rule 8.6.
    5. The current QCYC OMR Rule will apply to Racing Multihulls.
    6. Boats in the Club Classes will be allocated a rating by the Race Committee using the best information available at time of entry.
    7. Multihulls without a valid OMR rating in the Multihull Cruising Class, or, if the Multihull Class is not split as provided in NOR 5.4, will be allocated a rating by the Race Committee using the best information available at time of entry.
    8. Ratings allocated by the Race Committee
      1. An allocated rating may be realigned during the the regatta should additional performance information become available to provide more competitive racing. [NP]
      2. Boats not providing sufficient boat data will be allocated a handicap based on standard hull data and/or a known sistership. This will not be subject to protest or redress; this changes RRS 62. [NP]
      3. Calculation and adjustment of allocated ratings shall not be grounds for redress or protest. This changes RRS 62. [NP]
    9. No alteration in boat’s TCC will be permitted after this date, except as a result of rating protest, substantial damage – which may substantially affect a boats performance or to correct rating office errors.
    10. Competitors are responsible for obtaining ratings from the relevant issuing authority in advance of the regatta.
    11. All charges and fees incurred by a yacht in obtaining or modifying Rating Certificates shall be borne by the yacht owner.

    1. RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
    2. Decisions of the international jury will be final as provided in rule 70.5.
    3. Unless otherwise prescribed in these Sailing Instructions, The Jury may award a scoring penalty, including no score as an alternative to DSQ. The penalty will be at the discretion of the Jury. This changes Rule 64.1.
    4. All protests must be submitted in the English Language.

    1. For all classes, a minimum of 2 completed races is required to constitute a series.
    2. Maximum of ten (10) races are scheduled for all classes.
    3. When fewer than five races have been completed, a boat’s series score will be the total of her race scores.
    4. When five or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

    1. The Prime Minister’s Challenge Trophy
      Will be presented to the yacht with the lowest score for the series, competing in Racing Class and that yacht will be declared the overall winner of The Prime Minister’s Challenge Trophy.
    2. The LADA-IRC Challenge Trophy
      Will be presented to the yacht with the lowest score for the series competing in IRC 1 class and that yacht will be declared the winner of the 2024 LADA IRC Challenge Trophy.
    3. The Malaysian Multihull Challenge Cup
      Will be presented to the yacht with the lowest score for the series competing in Multihull Racing class and that yacht will be declared the winner of the 2024 Malaysian Multihull Challenge Cup.
    4. The RLYC Commodore’s Challenge Cup
      Will be presented to the yacht with the lowest score for the series competing in Club Cruising class and that yacht will be declared the winner of the 2024 RLYC Commodore’s Challenge Cup.
    5. Division Trophies and Prizes
      Other prizes including prizes for individual races, divisional results, fastest time on the “Round the Island” race and special line honors may be awarded at the discretion of the Organising Committee.
    6. Tunku Abdullah Sportsmanship Award
      A special award in memory of the Founder Chairman and First Commodore Tunku Tan Sri Abdullah will be presented for the best team in sportsmanship, both on water and land in the 2024 Regatta.
    7. The Sir Thomas Lipton Trophy:
      All yachts will be allocated points for this regional trophy as defined by the series rules.

    Early Bird
    For entries paid on or prior to 30th November 2023

    Yacht entry fee: RM1,310 inclusive of boat and skipper’s fee
    Additional crew member entry fee: RM550 per crew

    For entries paid after 30th November 2023

    Yacht entry fee: RM1,850 inclusive of boat and skipper’s fee
    Additional crew member entry fee: RM870 per crew

    Langkawi Based White Sail
    Registration must be done by walk in only and at least minimum 1 year stay in Langkawi

    Yacht entry fee: RM1,010 inclusive of boat, skipper’s fee and 1st crew
    Additional crew member entry fee: Please refer to “Early Bird” and “Standard” pricing

    Non-sailing participants Social Tickets
    Opening & Closing Ceremonies (Includes Buffet Dinner & Drinks) fee: RM300 per person
    Single event entry fee: RM150 per person

    1. The above fees shall be paid at or prior to the registration date 15th January 2024. (No extra fee will be charged if the entry form has been submitted before 14th January 2024. (A late fee of RM300 may be charged after this date).
    2. Fees include berthing for the entered yacht for 8 nights at RLYC including electricity and water, participation in official social events and Regatta merchandise.
    3. Non-sailing participants may enjoy the social events upon payment of RM300.00 per person for the opening and closing ceremonies or RM150 for a single event.

    Owners wishing to enter their yachts for RLIR 2024:

    • May access the website https://www.langkawiregatta.com at any time before 14th January 2024, fill in the entry form and make payment by credit card by clicking on credit card payment and be transferred to the secure site.
    • Fill in the entry form and mail to the address given on page 1 of this NOR together with payment by cheque or bank transfer.

    Refund Policy:

    • Any cancellations by entrants before 1st November 2023 will be entitled to a full refund of the registration fee paid.
    • Any cancellation by entrants after 1st November 2023 and before 1st January 2024 will receive a 50% refund.
    • Any refund after the 1st January 2024, will be at the organiser’s discretion.

    Event Cancellation:
    If circumstances beyond the control of the organisers of The Royal Langkawi Regatta 2024 results in the cancellation of the event. The event refund policy will be as follows:

    • For event cancellation prior to 1st November 2023, the organisers will refund 90% of Boat Entry and Crew tickets.
    • For event cancellation, prior to 1st January 2024, the organisers will refund 50% of Boat Entry and Crew tickets.
    • Any event cancellation after 1st January 2023 will be at the organiser’s discretion.

    Refunds shall apply to pre-paid Boat Entry fees and Crew ticket fees only. No other claims for compensation will be entertained. Participants should ensure they have adequate insurance including COVID-19 cover.


    Boats are required to be adequately covered to comply with local harbour regulations and by appropriate third-party liability insurance to cover the boat and crew while racing. Entrants shall declare that such cover is and will be maintained in full force throughout the Royal Langkawi International Regatta. It is also recommended that all crew and others on board are adequately insured, including medical costs.



    1. All boats shall carry sail numbers or method of identification. The Race Committee may relieve a yacht of her obligations if a request is made to the Race Committee no later than 24 hours prior to the warning signal of the first race in which relief is sought.
    2. Sail numbers or identification letters or Symbols should be in suitable contrast to the sail as to be visible to the race committee.
    3. All competing yachts will be issued with a pair of hull stickers incorporating the RLIR and sponsor logos and an identification number. The decals shall be secured to each side of the fore part of the hull for the duration of the Regatta.

    Whilst the Regatta Organizers will do their best to arrange a safe environment for competing yachts and crews, all entrants are cautioned to secure valuables at all times during the Regatta. Skippers are required to sign a Declaration upon registration, absolving the RLIR Organizers and RLYC of liability in the event of loss. Access to official social functions will be restricted to those who have paid the crew fee or social fee and are identified by a security tag issued by the RLIR organizers.


    The Entry Fee includes free berthing at Royal Langkawi Yacht Club from 14th January 2024 to midday on 21st January 2024, inclusive. Thereafter, yachts are responsible for arranging their own berths with RLYC.


    The RLIR Organizers have negotiated favorable rates with a selection of reliable hotels. Participants wishing to avail themselves of these facilities will find contact details at the RLIR website www.langkawiregatta.com RLIR staff will not undertake reservations on behalf of participating crews or be responsible for the associated transport.


    1. Competitors participate in the regatta entirely at their own risk. See rule 3, Decision to Race. The organising authority will not accept any liability for material damage or personal injury, or death sustained in conjunction with or prior to, during, or after the regatta.
    2. Rule 3 of the RRS states: “The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”
    3. Sailing is by its nature an unpredicatable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
      1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
      2. They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
      3. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
      4. Their boat is in good order, equipped to sail in the event and they are fit to participate;
      5. The provision of a race management team, patrol boats and other officials and volunteers does not relieve them of their own responsibilities;
      6. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances.
      7. It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event;
    4. Inspections
      The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.
