SAILING INSTRUCTIONS
ROYAL LANGKAWI INTERNATIONAL REGATTA
5th January - 11th January 2008
ORGANIZING AUTHORITY
The Regatta is organized by the Royal Langkawi International Regatta Organizing Committee under the patronage of the Prime Minister of Malaysia, under the auspices of the Royal Langkawi Yacht Club in conjunction with the Malaysian Yachting Association and with cooperation of provincial authority of Langkawi, and Kedah State of Authority, Malaysia.
SAILING INTRUCTIONS
1. RULES
1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2005-2008. If there is any conflict between the Notice of Race and the Sailing Instructions, then the Sailing Instructions take precedence.
1.2. The current IRC Rule with IRC-C to apply
1.3. The Regatta is designated as a Category C event under the ISAF Regulation 20. Advertising chosen by a boat shall not conflict with the event sponsors and it is a condition of entry that boats and crew do not display any advertising material that is not approved by the RC. Any boat or crew wishing to display advertising shall notify the RC at by the 5th January 2008. The RC reserves the right to prohibit the advertising, and to increase the entry fee for boats carrying advertising.
1.4. The ORC Regulations Category 4 will apply to all following classes, Racing, IRC, Multihull and Club, except that the requirement to be self righting will not apply to the Multihull Classes.
1.5. The ORC Regulations Category 5 will apply to Sports Boats Classes
2. NOTICES TO COMPETITORS
2.1. Notices to competitors will be posted on the official notice boards at RLYC, situated outside Charlie's Place Restaurant (see annexure E) which will be marked as the Official RLIR Notice Board.: In addition to the Notice Board, notices may also be placed on the regatta website.
3. CHANGES TO SAILING INSTRUCTIONS
3.1. On the 7th, 8th, 9th ,10th and 11th January 2008, any change to the sailing instructions will be posted before 0730 on the day it will take effect, except that any change to the schedule of the races will be posted by 2000 on the day before it will take effect.
4. SIGNALS MADE ASHORE
4.1. Signals made ashore will be displayed on the flag pole near the marina ramp in front of regatta office.
4.2. When flag AP is displayed ashore (2 sound signal), 'one minute' is replaced with not less than 60 minutes in the race signal AP. This changes RRS Race Signals AP.
5. SCHEDULE OF RACES
5.1. The Schedule of Races for each class is shown in attachment A, and will consist of 5 days racing.
(a) A maximum of 3 races per class per day may be sailed for classes with a schedule of 8 races, provided that no class becomes more than one race ahead of schedule.
5.2. The schedule time of the warning signal for the 7th, 8th, 9th, 10th, and 11th January 2008, is 0930 hrs.
5.3. When there has been a postponement and when more than one race (or sequence of races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, the orange flag (see SI 9.2) will be displayed for at least four minutes before a warning signal is displayed.
5.4. On the last day of regatta, no warning signal will be made after 1400 hrs.
6. CLASS FLAG & IDENTIFICATION

6.2. A class flag will be provided to each boat in each class, and shall be flown from the backstay while racing.
6.3. All boat shall carry an identifying sail number of at least 2 digits on the mainsail, at all times while racing.
6.4. If so required by the Race Committee, additional identifying numbers may be required to be attached to the mainsail.
6.5. A boat shall not display a different sail number on sails other than the mainsail, unless specific permission has been granted by the RC.
6.6. Hull numbers will be provided for each boat and shall be placed on the port and starboard bow for further identification.
7. RACING AREA
7.1. Attachment B shows the location of racing areas. The illustrations are not to scale.
8. THE COURSES
8.1. The diagrams in Attachment B show the courses, the order in which the marks are to be passed or rounded, and the side on which each mark is to be left.
8.2. Windward leeward courses may be superimposed on coastal courses.
8.3. The course number will be displayed on the race committee signal boat on the course board at or prior to the warning signal for each class. The race committee may also announce the course number of that particular day on VHF Channel 71 before the warning signal.
No later than the warning signal, the race committee signal boat may display the approximate compass bearing and distance of the first leg.
8.4. The race committee may change a course if the weather circumstances are not suitable for the scheduled course. The change will be signaled by the display of flag C, 15 minutes prior to the first warning signal or the removal of "AP".The race committee may also announce the changes on VHF Channel 71 prior to the warning signal.
8.5. Courses may be shortened, in accordance with SI 22.
8.6. When Roman numeral II is displayed alongside a Course Number, boats shall go around that course twice. Boats shall not pass through the Finishing line, unless finishing.
9. MARKS
9.1. The marks of the course will be inflatable buoys. The buoys will be orange , yellow , or orange/yellow inflatable buoys.
9.2. The starting and finishing marks will be a vessel displaying an orange flag at one end and a vessel displaying an orange flag or an inflatable buoy at the other end.
10. THE START
10.1. Races will be started in accordance with RRS26 with the warning signal made 5 minutes before the starting signal.
10.2. The starting line will be between a staff displaying an orange flag on the Committee Boat at one end and a staff displaying an orange flag on a Committee boat at the other end or an inflatable buoy.
10.3. Boats whose warning signal has not been made shall avoid an area within approximately 200 meters of the starting area.
10.4. A boat starting later than 15 minutes after the starting signal for her class will be scored Did Not Start (DNS). This changes RRS A4.
11. RECALLS
11.1. Individual recalls will be signaled in accordance with RRS 29.2. Attempts to contact individual boats may be made on VHF or by hail.
11.2. When a general recall has been signaled, the start(s) for the succeeding class(es) will follow the new start of the recalled class.
12. THE FINISH
12.1 The finishing line will be between a staff displaying an orange flag on the Committee Boat at one end and a staff displaying an orange flag on a Committee boat at the other end or an inflatable buoy.
12.2 When the course is shortened, the finishing line will be as described in SI 22.1
13. PENALTY SYSTEM
13.1. For the Multihull Class rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
14. TIME LIMITS and TARGET TIMES
The time limits for the first boat in each class are,

(a)
For Kuah Harbour courses
21 to 26---
3 hours.
Boats failing to finish within 1 hour after the first boat in each class sails the course and finishes will be scored Did not Finish (DNF). This changes RRS 35 and RRS A 4.1
(b)
All Coastal courses, 5 to 9 ---
5 hours.
Boats failing to finish within 2 hours after the first boat in each class sails the course and finishes will be scored Did Not Finish (DNF). This changes RRS 35 and RRSA 4.1.
(c)
For the Windward/Leeward and Triangle courses, ---
2.5 hours.
Boats failing to finish within 1 hours after the first boat in each class sails the course and finishes will be scored Did Not Finish (DNF). This changes RRS 35 and RRS A 4.1.
14.2 The Race Committee may, at its absolute discretion award finishing times/points (FPA) to the last few stragglers in a class. Boats who are informed of this decision shall immediately return to the start area, if there is a second race, or return ashore if that was their last race of the day. This changes RRS 35 and RRS A 4.1
14.3 The Target Time is the estimated time for the first boat in each class to finish the course and is equivalent to two thirds of the Time Limit.
15. RETIRING
15.1. Boats which retire during a race shall advise the race committee, by radio, or hail before leaving the race area. Refer to SI 21-VHF radio communication
16. PROTESTS AND REQUESTS FOR REDRESS
16.1. Protest forms are available in the Regatta Office. Protest forms shall be lodged with the Jury Secretary (or his/her nominee) in the Regatta Office within the protest time limit.
16.2. For each class, the protest time limit is 60 minutes after the last boat in that class has finished the last race of the day. The same time limit applies to the protests by the race committee or jury about incidents they observe in the racing area and to requests for redress. This changes RRS 61.3 and 62.2.
16.3. The Schedule of Hearings will be posted on the official RLIR Notice Board as soon as possible but no later than 30 minutes after the Protest Time Limit to inform competitors of hearing in which they are parties . Competitors are reminded that it is the responsibility of parties to a protest to ensure that any witnesses they wish to call are notified and present at the time of the hearing. Protest will be heard in the approximate order of receipt, in the Jury Room located in Crows Nest.
16.4. Notices of protests by the race committee or jury will be posted on the Official RLIR Notice Boards to inform boats under RRS 61.1(b)
16.5. Breaches of instructions SI 6.2, 6.3, 6.4, 6.5, 6.6, 10.3, and 15.1 will not be grounds for a protest by a boat. This changes RRS 60.1 (a).
16.6.
On the last day of the regatta a request for reopening a hearing shall be delivered
(a)
within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b)
no later than 30 minutes after the party requesting reopening was informed of the decision on that day.
This changes RRS 66.
16.7. The International Jury may award penalties other than DSQ, in accordance with RRS 64.1a. Decisions of the International Jury will be final as provided in RRS 70.4.
16.8. Results of protests will be posted on the Official RLIR Notice Board. Results of Protests may also be posted on the regatta website (www.langkawiregatta.com).
17. CREW LIMITATIONS
17.1. Except as detailed below, there shall be no restrictions on crew changes during the Regatta.
17.2. A boat sailing as a one-design or racing with one-design rating certificate shall comply with her class crew limitations.
17.3. IRC Rule 27.4.1 is modified by addition of the following:
The maximum number of crew for a Racing class yacht shall be as stated on the IRC certificate.
The number of crew for a Premier or IRC class yacht shall be no more than 20% more than the crew number printed on her IRC certificate.
The minimum number of crew for Racing, Premier or IRC class yacht will be 25% less than the crew number printed on her IRC certificate.
17.4. The Race Committee must be notified one day in advance of any crew changes in the Multihull classes.
17.5. The Race Committee may grant dispensation for an additional person on board for media/sponsors. Applications for dispensation under this Sailing Instruction must be in writing and delivered to the Regatta Office no later than 12 hours prior to the Warning Signal of the race for which dispensation is sought.
18. SCORING
18.1. The Low Point Scoring System of Appendix A will apply to the series for all competing class
18.2. 2 races are required for all classes, to be completed to constitute a series
18.3. For Racing, IRC, Sportsboats, and Multihull Classes 8 races are scheduled. If more than 6 races are completed, the 1 worse score will be discarded.
18.4. For Club Classes, 6 races are scheduled. If more than 4 races are completed, the worse score will be discarded.
19. EQUIPMENT AND MEASUREMENT CHECKS
19.1. A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
19.2. The RC may protest and the jury may disqualify a boat from participating in the series if in its opinion it considers the boat to fall below minimum standards of sea worthiness.
20. OFFICIAL BOATS
Mark boats and Committee Vessels, when on station, will fly a white regatta rectangular flag with Royal Langkawi Yacht Club logo.
21. RADIO COMMUNICATION
21.1. The following VHF channels will be used during the regatta:-
a) Channel 68 RLYC marina working channel
b) Channel 69 RLYC calling channel
c) Channel 71 Race control for all classes
21.2. A boat shall not make radio transmission nor receive radio calls except where permitted by SI 15.1 and 21.5. No boat shall instigate radio communication from 10 minutes before the first warning signal until 10 minutes after the last start.
21.3. Prior to or during the start sequence announcements may be made indicating which classes are in the starting procedure. When 2 races are held back to back the race committee will advise the approximate time of the warning start signal for the second race of the day.
21.4. Radio communication by the Race Committee is provided as a courtesy to competitors. Any radio communication by the race committee misnaming or naming of yachts or their numbers, color, designs, shapes or other identification cannot be used as evidence in any redress or protest. This changes RRS 62.1(a)
21.5. Competitors may ask questions of the race committee during a race. If the answer is known, the race committee may reply by way of general broadcast. Refer SI 21.2
22. SHORTENING COURSE
22.1. Courses may be shortened, in accordance with RRS 32, at any mark of the course by a Committee Vessel displaying flag S and the relevant Class Flag(s) if necessary. Boat shall finish by passing between the Committee Vessel and the nearby mark of the course from the direction of the last mark.
22.2. For the purposes of these Instructions, the mark at which the course is shortened shall be referred to as Mark S. The time limit on a shortened course will be from the time the first boat finishes at Mark S, plus the add on time allowed in SI 14 minus 30 minutes. For those boats that round Mark S within the time limit, their finish time will be the time at which they round Mark S.
22.3. When less than 20% of a class reach the finish line or Mark S, then all that class's results shall be taken from the previous mark. This changes Rules 32.5 and 35.
22.4 For those boats that do not finish a shortened course but round the previous mark (Mark S-1), within the time limit, their elapsed times at Mark S-1 will be used to compute a finish time as described below.
The finish time for boats finished at Mark S-1 will be calculated as follows:
Finish Time = [Elapsed Time at Mark S-1] plus [Adjustment]
Where Adjustment = [Distance from Mark S-1 to Mark S] divided by [VMG since Start]
VMG Since Start = [Distance from Start Line to Mark S-1] divided by [Elapsed Time at Mark S-1]
The Handicap adjusted result for these boats shall be greater than the highest Handicap adjusted result of any boat to round Mark S
22.5 Those boats that do not round Mark S-1 within the time limit will be recorded DNF.
23. PRIZES
23.1. The following prizes will be awarded:-

The Lada - IRC Challenge Trophy
Will be presented to yacht with the lowest score for the series competing in IRC Class.
The Langkawi Sports Trophy
Will be presented to the yacht with lowest score for the series, competing in Sportsboat Class.
The Malaysian Multihull Challenge Cup
Will be presented to the yacht with the lowest score for the series competing in Multihull Racing Firefly Division.
The RLYC Commodore's Challenge Cup
Will be presented to the yacht with the lowest score for the series competing in Club Class.
